Notes:
I am attempting to bring my husband’s grandmother’s flower bed back to life and this plant is growing in there. Each one has a single stalk and they are approximately a foot in height. The leaves are thick and fancy like a Chrysanthemum. I have searched all over the internet and it is similar to a Mugwort but I don’t think that is what it is because I cannot find this exact leaf and these leaves are much fancier looking. It genuinely looks like a plant that was planted with purpose???

You know, I’m not seeing enough rampant growth to suggest mugwort. I’m wondering if this isn’t a Chrysanthemum.

I have eaten a fair amount of crow in trying to identify plants. It seems that mugwort is one that gets me often because of its leaf variations. Try this link if you haven’t seen it already: http://www.oardc.ohio-state.edu/weedguide/singlerecord.asp?id=1020
