My friend moved into a new house and this vine is taking over her roses. What is it and how can she either control or kill it?

If you can find the main trunk of the vine on your property cut it to the ground and spray the cut with an 18% to 20% concentration of glyphosate. Along the fence line behind you cut the vines that grow up the fence at ground level. Be aware that Glyphosate is extremely corrosive to galvanized fences.
