Curious growth

Notes:

Noticed this on some oak saplings (around three feet high) and just wondered what caused it. The tree appears to have recently died, a few dried leaves still on limbs. Don’t know if it was before or after the growth. Area was cleared for lumber two years ago.

Someone just told me it might be praying mantis. Any thoughts on this?
