I believe this is a Rose Creek Abelia (Abelia x grandiflora ‘Rose Creek’). What you see are mostly the spent blooms. There are a few of the individual flowers remaining on the lower sections of the shrub. Compare it here to see if it matches http://www.ecoterralandscape.com/topic/060916pp.htm
