Maybe a species of burnet (Sanguisorba).Not able to see the leaves to narrow down its ID. I’m guessing, this might be Western burnet (Sanguisorba annua syn. Sanguisorba occidentalis)? There are other species grown in Oregon include S. minor, S. officinalis etc…Check it out and if you have a match. Link below for S. annua, but there are images of few other species images as well.
