Definitely Encephalartos transvenosus- A South African Cycad. This is a female plant (The “cones” of the male a notably smaller and don’t produce fruit. It is entirely likely that these seeds will be sterile as pollination is’nt easy to achieve naturally and without the correct pollinators. In cultivation the female “cones” are artificially pollinated.

Maybe a type of cycads in the Zamiaceae family. I’m guessing only it is either in the Dioon or Encephalartos genus. You should try the experts on palmtalk.org from the International Palm Society for its exact ID. Best wishes! https://en.wikipedia.org/wiki/Cycadales
