Notes:
This must be a common tree — I’m seeing seedlings for it all over the hillsides in north Georgia. The first pic shows the reddish new growth on one tree, and the other shows one limbed up 2 years ago — the tree resprouted almost all the way to the ground (that is all the tree, not an overgrowing vine). The top is less densely branched. I didn’t notice any significant fall color last year. I have googled, and it fits most closely to an ash, but it doesn’t mention red new growth.

Thanks for responding! I had hoped the pictures would show up better. There are actually sourwoods all over the yard (so good guess), and you may have seen them in the background of the tree. But the tree I’m asking about shows the vivid red mostly in the spring (this pic is a recent growth spurt, but it’s new growth), and just poops out in the fall. None of the sourwood flowers, either. And yes — the suckering growth all the way down makes me wonder. I’m at a loss, but thanks for the help!

The first picture and the description you give suggests sourwood. But I’ve never seen any with the tubular growth pattern of the tree in the second picture.
