Please identify and advise on how I can get rid of the invasive weed/vine in the photos. It is currently located in flowering bed with shrubs and flowers. The vine sends runners underground then emerges from soil and mulch to take over the surrounding plants. Tried many weed killers even pulled weed/vine and still comes back – Help please.

Maybe the native crossvine ( Bignonia capreolata)? Check out the included link below for more information. When it blooms and you still don’t know, please resubmit with photo of flowers.
Regrettably I don’t have a hard & fast way to eradicate vines with tendency producing prolific suckers. In my own experiences with invasive plants, some takes a year or two. Check out Walter’s site for helpful tips on controlling a rampant vine. Best wishes!
