It’s hard to tell without its flowers at this stage. Also not able to see closeups of twigs, leaves & its underside. I could only speculate for now. To my eyes with the plant’s twigs color and it appears some leaves with silvery underside (?). I’m wondering if this might be some thing in Elaeagnus? Perhaps Autumn olive (E. umbellata )? Check out the included link below for a young specimen of this species. Again I’m only speculating, flowers are needed for a confirmed ID.
