It has strong good smell and small whitish needle like thing all over. Can it be catnip or pathchouli?

No, these leaves are not matching either of catnip or patchouli. Without flowers it will be difficult to narrow down, since there are other plants that have similar characters. Please give us an update when this blooms with photos of flower and side view of the plant. Thank you and best wishes!
