Notes:
Pic 1: the whole bush. Pic 2: close up of crinkly leaves. Pic 3: these un-crinkly-leafed shoots pop out like antennae. Bought this house from a real gardener, but I really don’t know how to trim this tree/shrub. Would love some advice. Thank you!

Maybe the Contorted Singleseed Hawthorn (Crataegus monogyna ‘Flexuosa’)(?). If this is C. monogyna ‘Flexuosa, when its blooms, you will know more.
