Notes:
It has runners and spreads like mad. It looks like artemisia somewhat but not as silvery. It's taking over my garden bed. I've tried applying Roundup with a paintbrush and that knocks it back for a bit but I can't get rid of it! Pulling it up just makes more of it. Help!

Please resubmit with photos the main stem, its roots & underside of leaf. There are few plants with similar looking leaves, with these extra details we could narrow down more for you. Also if you willing to let one mature enough to blooms, it would quickly ruling out Atermisia genus and possible a confirmed ID. Thank you and best wishes!
