The picture is a little bit fuzzy on the leaves, but I’m thinking it looks like a Bryophyllum daigremontianum, also known as “Mother of Thousands” that will drop baby plants off the leaves and spread all over the place. The flowers are not much to talk about but the plant is interesting.

May be a type of Fargesia. Possibly fargesia scabrida. Bamboo family. The slight serrations on the leaves, and stem structure point me in this direction Will start as a small clump and then each year more shoots emerge around the main group. http://www.bamboogarden.com/when%20bamboo%20flowers.htm
