Notes:
Lower leaves shed as it grows. Sap is milky white. Branches off in clusters of five leaves. Have not observed any flowing yet.

This looks like variegated oleander! It has super-pretty dark pink flowers, and that white sap that you commented about. It’s a tropical plant, or houseplant in colder areas, and will form a small shrub if you decide not to cut it back. Let me know if you want an image of this plant with flowers.
