Notes:
This is a low-growing shrub that was landscaping a parking lot in Serenbe, Georgia southeast of Atlanta. Please help with identification.

Thank you so much Laura for the link. It is definitely Indigofera decora. MrsB – wisteria was a good thought – I looked it up and I had not previously known that there is a summer-blooming wisteria called Millettia Taiwanensis – it has gorgeous red flowers and holds them upright.
