1- Looks like kashmir balsam, poor man’s orchid (Impatiens balfourii). 2- I am not certain. I am guessing it might be the variegated form of houttuynia, fishwort, also known as Korean ivy (Houttuynia cordata ‘Chameleon’). This plant is highly invasive, best to grow it in pots.
