Notes:
I have this plant for 4 years . It had very few flowers one time about 2 years back.
I am trying everything i can think of like pruning,fertilising but it does not bloom.
Normally this kind of plant has pink flowers on every branch.
Could you please tell me what to do so I can get flowers on it?

Do you have picture of its flowers? Without flowers, I’m taking a guess here. To my eyes these leaves look like those of oleander (Nerium oleander)? I think you location in plant hardy zone map is 7a- 7b (Marietta, GA?), this is a bit too tender for oleander. According to sources oleander flowers on woody growth of previous year. So drastic pruning will result in no flower in current year. Check out Walter’s web site below for how to grow oleander in GA. Best wishes!
