Without flowers to help with the ID. For now, I could only suggest that you check out species in the Opuntia genus and the Nopalea cochenillifera (Cochineal nopal cactus). Flowers will confirm or rule out these genera. When these bloom and you still don’t know, make new post with flowers photo. Check out these included links for these species.
