Link to another image of S. sieboldii. I’m hesitate with this stonecrop suggestion because its flowers has pink color, while you stated that yours as red. Maybe something in the stonecrop group, Hylotelephium sieboldii /Sedum sieboldii. Possible “Dragon” cultivar (?). If this isn’t that, make new post with photo of flowers.
