The plant’s details are too far away to be certains, I’m guessing maybe a cultivar in the blue blossom ceanothus (Ceanothus thyrsiflorus) . According to sources, although it’s called California lilac, it is not related to the true lilac (Syringa). This might be a variety of Ceanothus thyrsiflorus “Perado” aka El Dorado California lilac? Check it out and see if you have a match. Best wishes! http://plantlust.com/plants/25309/ceanothus-perado/
