Could you give us more details i.e. the plant’s size, close up of new & older branches and a photo that show the whole plant. Also using your hand or a pencil, pen and hold it a against the leaves for scale. I’m wondering if yours might be something either Euonymus japonica or a cultivar in the Viburnum genus, perhaps the Viburnum awabuki ‘Chindo'(?). Again I’m purely speculating.
