Notes:

Very tall stinky grass that keeps coming back even when I’ve hoed the area. It has a citrus like smell but not in a good way. I’m not worried about damaging “real” grass around it because we’re planting new lawn at the end of summer. What will kill this good and dead?

It’s difficult to tell without its flowers. Perhaps you could let some matures enough to bloom and resubmit with photo of flowers. Not knowing what kind of plant this is, I’m reluctant to in recommending which kind of herbicides. But “what kill this good and dead” is hand digging to remove all the roots. Check out these included links for some of the hand removing methods for grasses. Best wishes! https://youtu.be/9LIU3PK0_4s
