Not sure if this is a weed or a flower? Right now, it doesn’t have a bud/bloom anywhere. About 4 feet tall.

It doesn’t looks like a weed to me, but it will be difficult to narrow down its ID at this stage. I suggest you let it grow for now, and give us an update when it matures enough for flowers. And if it turns out something you don’t care for, you can take it out then. Mean while check out woody shrubs that have opposite leaves & similar shape, e.g. smooth hydrangea, species in the Calycanthus genus , etc… Again, flowers will give you its correct ID.
