Notes:
Planted this bamboo a year ago and, not sure how much to water it. It’s only in the shade in the morning, is wind protected. It has new shoot but old ones not grown any bigger.

It is hard to tell more without other botanical details, i.e. culms, culm leaf-sheath, branching, etc… I’m not an expert of bamboo and speculating only, maybe something in the broad-leaf bamboo (Sasa) perhaps? You could try the folks from the second included link for the exact ID & cultivation care & irrigation. Best wishes.
