Notes:

In the summer, leaves are a muted green and there are small pink/light purple flowers over the entire bush that last most of the summer. My neighbors have the same bush, maybe about 2 ft tall. The owner before me in this house never took care of the shrubery so in my yard they are over 5′ tall. Thanks for the help!

The leaves details are not to clear. I could only speculating for now, maybe a type of Abelia shrubs(?). There are several species & numerous cultivars, flowers might help narrowing down which groups. Perhaps you could give us a close up of the leaves on the branch. Best wishes! The included link below is a winter form of a variety of Abelia http://plantilus.com/plantdb/AbelGranLitt/Winter_form.html
