Notes:
We just moved in so this survived at least one long winter and came back from last year. Seems to be a groundcover. I’d like to figure out what it is and how to make it spread along the border it was planted in.

Check out Atermisia stellerriana and its cultivars’Silver Brocade’, ‘Silver Cascade’, ‘Nana’, ‘Mori’s Strain’ aka Broughton Silver’, and see if you have a match. According to source you can take tip cuttings to propagate new plants. Faster to buy new plants. Best wishes! https://www.google.com/search?q=Artemisia+%27Silver+Brocade%27&tbm=isch&tbo=u&source=univ&sa=X&ved=0ahUKEwiUvfO574TOAhUDMyYKHcwPCikQ7AkILQ&biw=1867&bih=909#imgrc=bDfnc7S1yEP2sM%3A
