Top photo please resubmit with its side view & the closeup of its main stem/trunk. View from the top down is difficult to tell. Bottom photo – Maybe a species in the Baccharis genus, possible the eastern baccharis/groundsel bush (B. halimifolia)? Check it out and see if you have a match.
