Maybe a type of conebush (Leucadendron). I’m not an expert of this genus, and only speculate that this could be a hybrid cultivar from a cross between Leucadendron laureolum & L. salignum. Some of the hybrids with similar leaves are ‘ Safari Sunshine’ ‘Jester’ etc…. The included link below can help you further with cultivation.
