I have some similar in appearance. It was called Razzle berry when I bought mine in 1999, mine keeps it’s leaves all year but goes more green in the Cold weather, dark purple in the warm months.

Loropetalum, or Chinese Fringe-flower. Blooms pink flowers, heaviest in Spring. Deciduous, with multicolor leaves. Several varieties, some of which can grow to significant height if not pruned. Nice Plant
