Ok…. I finally found a picture of this shrub and yes it does have small little white/yellowish colored blooms if you can call it a bloom, all over. Thank you Laura for your expertise, this shrub has been a mystery to us for the past few years. Glad I found this great site it has so much great information. Thanks again

Maybe one of the Euonymus? Check out these two groups in the genus and see if you have a match. The first included link is for the Japanese euonymus (Euonymus japonicus), click on images to enlarge.
