Is this plant a weed? I keep expecting something to bloom at the top of these pointed branches but so far nothing.

With out flowers to help with narrowing down its ID. I’m speculating for now, perhaps dense blazing star/praire gay feather (Liatris spicata) (?). Maybe you could give us an update when these bloom.
