Shrub’s leaves & flowers details are too far away. I’m speculating this might be a cultivar in the barberry (Berberis) probably the B. darwinii? plant. Check out the Berberis darwinii ‘Compacta’ (Compact Darwins Barberry) and see if you have a match. According to sources, barberry does grow in the U.S. but different species grow in different regions.
