Looks like a type of spurge (Euphorbia). With out seeing the rest of the plant, I can’t tell if this is a cultivar planted or a wild seedling, and I’m unable to narrow down it species for you. Link below is for leafy spurge (E. esula). Euphoria’s sap/latex is highly caustic, take extra caution handling any spurge plant.
