Notes:
I live in Summerville SC and don’t know what this small shrub/bush is. I have 2 in my front yard about 6 feet tall and they have not grown an inch in the 10 years I’ve lived here. They have very few small green leaves in summer and burgundy leaves and red/orange berries in mid fall.

That looks like an unhealthy burning bush to me. Not sure if it needs more/less sun or more/less water or if it gets too much salt through your sandy soil. Maybe check online to see if it normally does well in your area?
