Notes:

I found the smaller bush on barren farm land. The taller plant was close by, I feel certain that they are both of the same genus and sp. but of differing maturity.

Could you give a more closeup of the branches, leaves and flowers? From this distance, details are not clear enough to be certain. I could throwing a wild guess, perhaps a type of Grevillea ? Check out link below for G. juniperina & G. romarinifolia. Again it is only a speculation, if this isn’t that, make new post with more photos. Best wishes! https://www.google.com/search?q=Grevillea+juniperina&sa=X&stick=H4sIAAAAAAAAAONgFuLUz9U3MI_PyC1U4gIxjQpyzYuztOT8i9IT8zKLc51zEouLM9MykxNLMvPzgjNTUssTK4sB9iArGjkAAAA&tbm=isch&tbo=u&source=univ&ved=0ahUKEwis263eg6TTAhUY3YMKHeI8D1IQiR4I0wE&biw=1722&bih=833#imgrc=iIYkp_Nl9qao4M:
