I found the smaller bush on barren farm land. The taller plant was close by, I feel certain that they are both of the same genus and sp. but of differing maturity.

Could you give a more closeup of the branches, leaves and flowers? From this distance, details are not clear enough to be certain. I could throwing a wild guess, perhaps a type of Grevillea ?
