I wish I could see more of the shrub to be certain. I could only speculate that with those fuzzy buds, this could be type of Magnolia figo formely Michella figo or one of its relatives (M. figo var. skinneriana & M. figo var. crassipes. The common name is ‘banana shrub’ dues to flowers have a sweet banana like fragrant. Check it out and see if you have a match. When it blooms and you still don’t know, make new post with photos of flowers & the whole plant.
