Looks like gooseneck loosestrife and it is very invasive.

not sure, maybe gooseneck loosestrife – I just know I planted it about 10 years ago and it rapidly took over an iris bed – sends out little root runner…my advice is get rid of it unless you really like it, cause you are gonna have a lot of it if it ishappy where it is!
