Believed to be biennial, already in full bloom by June this year, and that’s all I know.

I can’t see the plant’s inflorescence clearly to be certain. I’m only speculating from the shapes of leaves, petals and you mentioned: “Believed to be biennial”. Maybe some thing in the mallows family (Malvaceae). This might be single hollyhock (Alcea rosea)? If it isn’t that, as the plant’s flowering stem grows, post again with new photo if you still don’t know. Link below with hollyhock leaves & flowers images.
