I saw this plant in the Roosevelt Rose Garden at the Bronx Botanical Garden. I would like to know that the plant is and if it can grow in Vinings

Maybe thread-leaf Blue star/Arkansas amsonia (Amsonia huberichtii)(?). I’m assuming you meant Vinings, GA(?). According to sources you should be able to.
