Maybe a type of Viburnum. This might be Viburnum macrocephalum or its cultivar ‘Sterile'(Chinese snowball viburnum). But until yours blooms to confirm this ID, I could only tell you that with the opposite leathery/fuzzy leaves, V. macrocephalum is looking close for now. When it blooms and you still don’t know, make new post with picture of flowers. Click on image from link below to enlarge.
