Maybe a type of Viburnum. This might be Viburnum macrocephalum or its cultivar ‘Sterile'(Chinese snowball viburnum). But until yours blooms to confirm this ID, I could only tell you that with the opposite leathery/fuzzy leaves, V. macrocephalum is looking close for now.
