are the flowers fragrant? Is it an osmanthus?

This looks very similar to a problem plant of mine. Tough, woody stems, tiny cream flowers, grows about 3 ft tall,2 ft wide, can’t pull it (roots too long, tough!),burn it out or otherwise kill it,very invasive and prolific.I wish I knew what it is too. Also, why is my yard the only one in at least 2 subdivisions that has it,and HOW do you get rid of it?!?! 3 master gardeners and 1 horticulturist have been unable to id it for me so far.I live in the Conyers,GA area. I don’t think it is a loquat as that is a tree, not a pesky shrub.
