Plant’s details are too faraway to be certain. I’m guessing this might be a cultivar of rosemary (Rosmarinus officinalis). Check out the included link for cultivar ‘Irene’. If this isn’t rosemary, make new post with closeup of flowers & leaves. Best wishes! https://garden.org/plants/photo/158551/
